During the 1990's, gold-tone animal-themed accessories were a major fashion trend, often seen as statement chain belts or bold necklaces. This specific Lucky Elephant style was a stable for designers who specialized in high-end costume jewelry and accessories.
There is no tag on the belt, but it resembles the one made by Anne Klein in the 90's, I believe the chain was shortened and the tag would have been on the end of it.
